The closest point (perigree) is about 360,000 kms. The farthest point (apogee) is about 410,000 kms. This cycle is less than 28 days The Moon is positioned with the same star behind it, also under every 28 days The Moon rotates on its axis in synchronicity with it´s orbit around the earth Therefore we only ever see one side of the moon The tidal effects witnessed in the oceans are also occuring on the land below us.
